What this change means
The fourth line of Decline moves alone, and the Heaven above turns to Wind sweeping over Earth: 20 Observing. This line is the heart. It speaks of a mandate, a task that's rightfully yours, carried out without fault, with companions sharing in the blessing. In practice, acting genuinely and with inner integrity lets you come out of any situation well, and it tends to be rewarded. The resulting hexagram asks you to observe before you act. Others are taking their cue from you at the moment, and you, in turn, need to look carefully at those who inspire you; that lets things unfold at the right moment. So the turn in your stagnant situation comes through clear seeing and honest conduct. Don't rush. Watch how things really are, act only from what's true in you, and let the people around you share whatever good comes of it.

Marked ● is what Zhu Xi's tradition puts at the center for this number of moving lines.
- Line 4 of 12 Decline
If you act genuinely and with inner integrity, you'll come out of any situation well and be rewarded.
There is a mandate. No fault. Companions share in the blessing.
- The judgment of 12 Decline
You're surrounded by adverse people and situations. Avoid getting involved with those people, no matter what they offer you. Circumstances aren't good for acting or making decisions; it's time to withdraw to a safe place and wait for conditions to change. It's time to keep a low profile.
Stagnation: these are not worthy people. The constancy of the noble person is not favorable. The great goes, the small comes.
- The judgment of 20 Observing
Observe before you act. Right now you're a source of inspiration for others, and at the same time you need to observe those who inspire you. This will let things unfold at the right moment, and perfectly.
Hands washed, the offering not yet made. There is sincere trust, solemn and grave.
